Separate but Equal?

We are seeing more and more of this. Separate pools. Separate ceremonies. Separate rooms.  Separate meetings. Why not a separate section of the bus, or a separate railroad car? What about separate seating sections on aircraft? What about separate water fountains? Separate bathrooms?
